Establishes a waiver process for permit requirements for the use of explosives in recreational or hobby mining activities.

This bill amends the Maine Metallic Mineral Mining Act to allow the Department of Environmental Protection to authorize pegmatite mining through a permit by rule if the activity is subject to and satisfies applicable fees for metallic mineral mining and covers one acre or less of surface area. Pegmatite mining is defined as the extraction for commercial sale of pegmatite or similar minerals commonly found in pegmatite rock formations, including gemstones, feldspar, mica, and lithium-bearing minerals.
