Establishes a process for entities to appeal denials of good-cause exemptions for delays in developing distributed generation resources on nonfertile.

This bill requires the Public Utilities Commission to adopt rules for a process allowing entities to appeal denials of good-cause exemptions for delays in developing distributed generation resources on nonfertile land. The commission must find that delays related to site inspections and local government approvals are external and outside the entity's control. The process must allow entities to provide documentation regarding the reasons for the delay. "Nonfertile land" is defined as land not suitable for agricultural production without substantial modification.
