Allows for the rescission of a site location of development permit when a development is fully decommissioned.

The bill modifies the conditions under which a site location of development permit can be rescinded in Maine. Specifically, it allows the Commissioner of Environmental Protection to rescind a permit for a development that is not a subdivision if the development has been fully decommissioned. "Fully decommissioned" means all components of the development have been removed, the site has been restored to its preconstruction grade, previously vegetated areas have been revegetated, and all waste has been recycled or disposed of to the department's satisfaction.
