Authorizes non-attorney law enforcement officers to initiate libel proceedings for seized catalytic converters.

This bill amends the Maine Revised Statutes to allow a sworn law enforcement officer employed by the Department of the Secretary of State, who is not an attorney, to represent the state in libel actions related to seized catalytic converters. It exempts these officers from the prohibition on the unauthorized practice of law. The bill also makes similar exemptions for marine patrol officers and law students.
