Establishes a commission to study public higher education funding and mandates increased appropriations for the Maine Maritime Academy.

This bill establishes the Commission to Study the Funding of Public Institutions of Higher Education. The commission will analyze past, present, and alternative funding methods for public higher education and present and future goals, including expanding access to affordable higher education. The commission must submit a report to the Joint Standing Committee on Education and Cultural Affairs by December 3, 2025.
