Establishes the Educational Opportunity Grant Program to fund school administrative units in low-income areas.

This bill creates the Educational Opportunity Grant Program within the department to provide grants to school administrative units where the average personal income of member municipalities is below the state average. The funds can only be used for programs designed to raise educational standards for all students. Any remaining balances in the program's General Fund account at the end of a fiscal year must be carried forward for use in the next fiscal year. The department is required to adopt rules to implement this section, including procedures, criteria, and priorities for awarding grants.
