Establishes the Free Milk Fund to provide grants for milk costs to students not receiving school lunches.

This bill creates the Free Milk Fund within the Department of Education to issue grants to eligible school administrative units. These grants reimburse the cost of providing milk at no cost to students who do not receive a lunch through a school food service program. The fund is financed by appropriations, allocations, and contributions from public and private sources. Interest earned by the fund must be credited to it, and any unexpended balances must be carried forward to the next fiscal year.
