Maine LD469 mandates that high-impact electric transmission lines delivering electricity from Canada must allocate at least 50% for local consumption within the state. Starting December 31, 2026, the Public Utilities Commission cannot approve the construction of such lines unless they meet this local consumption standard. The law also establishes the Public Utilities Commission Energy Affordability Fund to provide rebates to electricity customers. Penalties for noncompliance are directed into this fund.
