The bill establishes a biennial inspection system for vehicle rental companies in Maine. It allows businesses renting noncommercial motor vehicles to the public to receive a 2-year certificate of inspection for each vehicle if they have at least 1,000 such vehicles registered in the state annually and file an affidavit with the Department of Public Safety, Bureau of State Police. The affidavit must state that the rental vehicle fleet will meet or exceed inspection standards set forth in law and administered by the Chief of the State Police over the 2-year period.
