Changes to Maine disability retirement benefits for state employees and teachers.

This bill modifies the Maine Public Employees Disability Retirement Program by changing the formula for calculating reductions in disability retirement benefits due to earnings from employment or other disability benefits. It increases the income limit before benefits are reduced and removes the distinction between covered and non-covered employers. The bill also changes the consequence for exceeding earning limitations to a waivable, prorated reduction of benefits for one year. It provides definitions for "final annual compensation" and "substantially gainful activity.
