Establishes the Health Information Technology Fund to support a statewide health information exchange.

This bill creates the Health Information Technology Fund within the Department of Health and Human Services. The fund will support the operation and sustainability of a state-designated statewide health information exchange and meet the state's matching fund requirements for federal funding. The fund will consist of money appropriated by the Legislature, federal funds, grants, gifts, and other funds from public or private sources. The fund is nonlapsing, meaning any unexpended balances do not lapse and carry forward to the next fiscal year.
