This bill transfers the responsibilities of the Governor's Energy Office to the Department of Energy Resources. It includes the Department of Energy expenditures within the definition of "agency" for the purposes of the Tribal-State Collaboration Act. It requires the department, instead of the Public Utilities Commission, to adopt routine technical rules governing offshore wind energy procurements pursuant to the Maine Wind Energy Act.
