Clarifies activities exempt from permit requirements under Maine's Natural Resources Protection Act.

This bill amends the Natural Resources Protection Act to clarify activities exempt from permit requirements. It adds hand planting of native vegetation and dune vegetation, and certain corrective actions to the list of activities not requiring a permit. It also specifies conditions for emergency flood alleviation activities and provides the department with third-party enforcement rights for deed restrictions or conservation easements.
