The bill amends Maine law to clarify that municipal and county jails must be available at all times for the detention of persons arrested on criminal charges by Maine state, county, or municipal law enforcement officers. It specifies that the responsibility for the safekeeping and welfare of any detained person rests solely with the arresting officer. Additionally, any expenses or damages to the jail resulting from the use of its facilities by an arresting officer must be reimbursed to the municipality by the law enforcement agency for which the officer is acting.
