Updates the funding method for career and technical education programs in Maine.

This bill changes the method for determining student enrollment for funding certain career and technical education programs. It switches from using a 3-year average of attending student counts to a 2-year average starting with the 2027-2028 school year. For programs without enough years of data, enrollment will be based on the estimated count submitted with the program application until they have consecutive years of actual counts.
