Maine LD1991 enacts a provision allowing the Commissioner of Marine Resources to require an individual to complete an educational course prior to the issuance or renewal of a seaweed permit. The educational course can be provided by the department or any authorized public or private sector association or organization. If the requirement applies only to certain species of seaweed, the commissioner may require an endorsement on the seaweed permit for those species, which must be made available at no charge.
