Establishes the Housing Resolution Board to hear appeals of housing development decisions.

This bill creates the Housing Resolution Board within the Administrative Office of the Courts. The Board will hear appeals from municipal reviewing authorities on housing development and mixed-use projects. Board members, appointed by the Chief Justice, must have expertise in land use law or housing development. The Board has the authority to affirm, reverse, or modify decisions, with appeals to the Supreme Judicial Court possible. The Board's decisions can be enforced like Superior Court judgments.
