Establishes the Climate Superfund Cost Recovery Program to assess and recover costs from entities responsible for greenhouse gas emissions.

The bill establishes the Climate Superfund Cost Recovery Program within the Department of Environmental Protection. It mandates the Treasurer of State to assess the total cost to the State of greenhouse gas emissions from January 1, 1995, to December 31, 2024. The assessment includes the effects of these emissions on public health, natural resources, and other areas. The bill also requires the Department of Environmental Protection to issue cost recovery demands to entities responsible for more than one billion metric tons of greenhouse gas emissions.
