Establishes early childhood learning and development resource hubs to improve access to child care and early childhood education.

This bill directs the Department of Health and Human Services to establish early childhood learning and development resource hubs to promote access to high-quality early childhood education. The resource hubs must provide families with information and support to locate early childhood programs, assist in connecting families with other state resources, support the training of child care workers, and build networks among child care providers. Each hub must be affiliated with an existing regional nonprofit organization.
