Amends the calculation of pupil counts for determining school administrative unit operating costs in Maine.

This bill modifies the calculation of pupil counts used for determining operating costs for school administrative units in Maine. It specifies that beginning in fiscal year 2026-27, the pupil count includes the greater of the average of the pupil counts for October 1st of the most recent calendar years prior to the year of funding and the most recent October 1st pupil count. The bill also adjusts the special education child count percentage, limiting increases to 0.5% per year, up to a maximum of 1.0% over any 3-year period.
