The bill updates certain provisions of the Maine Administrative Procedure Act and related provisions. It requires agencies to post proposed rules on their websites and adopted rules either on their websites or on the Secretary of State's website. It mandates the Secretary of State to post online notices of all proposed and adopted rules. The bill also updates the process for incorporating materials by reference into rules, clarifies the certification of adopted rules by the Secretary of State, and strengthens the provision for correcting minor errors in rules.
