Modifies state civil service laws to change recruitment and retention adjustment criteria for state employees.

This bill modifies the criteria for authorizing recruitment and retention adjustments for state employees. It adds high turnover or long-term vacancies as a criterion and requires reasonable recruitment and retention efforts to have been attempted and proven ineffective. The labor market adjustment must be reviewed at least every two years. If the committee formed to evaluate each request agrees on the appropriate adjustments, it must provide a report recommending and documenting those adjustments.
