Allows Hemphill Farms, Inc. to sue the State of Maine for damages.

This resolve waives the State's immunity and authorizes Hemphill Farms, Inc. to sue the Department of Agriculture, Conservation and Forestry for damages. The lawsuit can be filed in Aroostook County Superior Court within one year of the resolve's effective date. The Attorney General must defend the action and negotiate in good faith to settle. The Treasurer of State will pay any settlement or judgment, including costs and interest.
