Proposing an amendment to the Maine Constitution to allow differentiated tax rates on real property based on use.

This resolution proposes an amendment to the Constitution of Maine to allow the Legislature to provide that municipalities may apportion differentiated tax rates on real property according to use. The amendment would enable the Legislature to set tax rates for properties used as homestead residences, nonhomestead residences, and commercial properties. The amendment would also allow for penalties on changing the use of certain lands, such as farms and agricultural lands, to a higher use. The amendment would be subject to a statewide referendum for approval.
