Allows investor-owned transmission and distribution utilities to own generation assets under commission rules.

This bill allows investor-owned transmission and distribution utilities to own, have a financial interest in, or control generation or generation-related assets. The Public Utilities Commission must adopt rules ensuring ratepayers are not responsible for the costs of these assets, require separate accounting for these assets, and protect ratepayers. The commission can also establish standards of conduct for affiliates owning generation assets. The bill also permits investor-owned utilities to enter into long-term contracts for energy with program participants.
