Municipalities can adopt ordinances to limit rent increases and require just cause for evictions.

The bill allows municipalities to adopt ordinances or bylaws to limit annual rent increases for residential units and require just cause for evictions. Just cause includes nonpayment, substantial lease violations, criminal activity, and removal from the rental market. Exemptions apply to owner-occupied units, housing authority units, dormitories, and elderly care facilities. Municipalities must report annually to the Maine State Housing Authority and the Maine Office of Community Affairs. Violations are considered unfair trade practices.
