Enhances legislative participation in the Governor's exercise of emergency powers in Maine.

This bill mandates that the Governor consult directly with the Legislative Council when exercising emergency powers. It requires the Governor to narrowly tailor actions to address public health or safety emergencies. The Superior Court is granted jurisdiction over cases brought by individuals adversely affected by actions taken under the Governor's emergency powers. The Governor is prohibited from reissuing or renewing an emergency proclamation without legislative approval. The bill also limits the duration of a state of emergency unless renewed by a 3/5 vote of each House of the Legislature.
