Amends laws governing the Public Utilities Commission to change funding for intervenors and participants in commission proceedings.

This bill modifies the Public Utilities Commission's authority to fund intervenors and participants in commission proceedings. It removes the commission's ability to use administrative penalties for funding and requires utilities to compensate qualifying intervenors or participants. The commission must adopt rules to determine funding eligibility, allowable expenses, and the types of proceedings eligible for funding. The bill also removes the commission's authority to allow participants in nonadjudicatory proceedings to receive funding.
