Directs the Secretary of State to develop a plan for a multiyear registration system for rental passenger vehicles.

The bill directs the Department of the Secretary of State, Bureau of Motor Vehicles to create a plan for a multiyear registration system for rental passenger vehicles. The plan must be submitted to the Joint Standing Committee on Transportation by December 3, 2025. In developing the plan, the bureau will seek input from the Department of Public Safety, Bureau of State Police, national car rental companies, municipalities, and other relevant stakeholders. The plan will also review existing multiyear registration systems implemented in other states.
