Maine LD1383 requires the state to divest from companies, entities, persons, or financial institutions associated with states committing crimes of apartheid, ethnic cleansing, genocide, or war crimes. The Office of the Treasurer of State must monitor human rights reports to identify such perpetrator states. The state cannot invest in or contract with these entities. Exceptions are made for humanitarian aid. The Governor can issue waivers if divestment would significantly harm the state or undermine national security. The Attorney General enforces compliance.
