Allows affiliates of investor-owned utilities to own generation assets under certain conditions.

This bill amends Maine law to permit an affiliate of an investor-owned transmission and distribution utility to own generation or generation-related assets. The affiliate must comply with standards of conduct adopted by the Public Utilities Commission. These standards prohibit favoring the affiliate or adversely affecting competitors in an unjust or unreasonable manner, ensure separation and independence of the affiliate, and protect ratepayers. The affiliate can own generation assets even if they are directly interconnected with the utility's facilities.
