Allows refund or credit for vehicle registration fees and taxes if vehicle fails inspection.

The bill proposes that if a person registers a motor vehicle and it fails a state inspection, they can receive a prorated refund of the registration fees and excise taxes paid, or apply the remaining value as a credit toward the registration of another vehicle. This refund or credit must be processed within a specified number of days.
