Expands the Public Utilities Commission to five members, including experts in renewable energy and consumer advocacy.

This bill increases the membership of the Public Utilities Commission from four to five members. One of the new members must have significant experience in the field of renewable energy development, and another must have significant experience in consumer advocacy or public interest law. The additional members are appointed in 2026 and 2027 to six-year terms. The terms are staggered so that one ends every two years, ensuring continuity.
