This bill allows individuals to petition state agencies or the Attorney General to enforce existing laws and rules, and establishes a fund to support.

The bill amends the Maine Administrative Procedure Act to allow a person to petition an agency or the Attorney General to enforce an existing law or rule. It establishes the Fund for Administrative Oversight within the Office of the Attorney General, overseen by a fund administrator appointed by the Governor. The fund supports actions by individuals seeking to petition or that have petitioned an agency for rule adoption or modification, to intervene in agency proceedings, or to seek judicial review of agency actions.
