Establishes a 2-year pilot program to support at-risk families through community navigators.

The bill establishes a 2-year pilot program within the Department of Health and Human Services to award contracts to child abuse and neglect prevention councils for community navigator positions. These navigators will work with families reported for suspected child abuse or neglect but screened out from child protective services. They will connect these families with community services and provide education to mandated reporters on available resources and how to support families in need. The department will fund each community navigator at $90,000 per year.
