This bill amends the law to expand the right to shop for health care services by incentivizing enrollees to seek lower-priced, out-of-network providers. It removes the requirement that small group health plans be compatible with a federally authorized health savings account. It requires that the incentives be equal to or greater than 25% of the difference between the price of the health care service from the provider selected and the statewide average price.
