The bill establishes the Maine Free Community College Program, which waives tuition and mandatory fees for eligible students. To qualify, students must enroll in an associate degree, diploma, or certificate program at a Maine college, reside in the state during their enrollment, and accept all available federal and state grants, scholarships, and funding. The waiver is valid for up to twice the program's completion time. The Maine Community College System must submit an annual report to the Governor and relevant legislative committees starting January 1, 2027.
