Requires the Department of Health and Human Services to develop a reunification plan for foster children.

This bill mandates the Department of Health and Human Services to create a rehabilitation and reunification plan for children in foster care. The plan must include random screening for illegal drugs for parents in treatment for substance use disorder, unscheduled home visits, and good faith efforts by parents to cooperate with the department. The department must also provide parents with prompt written notice of changes in the child's residence and any serious injuries or major medical care received by the child.
