Maine LD1080 prohibits public utilities from requiring deposits based solely on a residential customer's income.
Maine LD1080 amends the Maine Revised Statutes to prohibit public utilities from requiring deposits based solely on a residential customer's income. The bill mandates that utilities must have proof of credit risk or potential property damage to require a deposit. It also mandates that a lack of prior experience with the utility cannot be used as proof of risk. The Public Utilities Commission must initiate rulemaking to implement these changes by October 1, 2025.
