LD1 creates the Home Resiliency Program within the Department of Professional and Financial Regulation, Bureau of Insurance, providing grants to homeowners for projects that make homes more resistant to severe weather. It also establishes the State Resilience Office within the Maine Office of Community Affairs to coordinate resilience policies and activities. Additionally, the bill sets up the Safeguarding Tomorrow through Ongoing Risk Mitigation Revolving Loan Fund to provide low-interest loans for municipal and tribal infrastructure projects.
