Louisiana SB78 amends the Shreveport Downtown Development District's board of commissioners' residency requirements. It specifies that one board member must have a background in urban planning, land use planning, commercial real estate development, construction, commercial district management, architecture, or engineering. Unlike other members, this individual need not reside in the district, have a principal place of business or office in the district, or own property in the district. The changes apply only to future vacancies, not existing members.
