Louisiana Landowners Protection Act prohibits carbon dioxide transport and storage without landowner consent.

The Louisiana Landowners Protection Act prohibits private entities from expropriating land for carbon dioxide transport or storage without the property owner's consent. The law removes the secretary's authority to issue certificates of public convenience and necessity for carbon dioxide pipelines and storage facilities. It also removes the secretary's authority to order unit operation for carbon dioxide storage facilities. The law retains the secretary's authority to regulate carbon dioxide storage facilities and pipelines.
