Louisiana SB453 amends existing law to specify that the governing authorities of Lafourche and Terrebonne parishes cannot abolish or alter the boundaries of hospital service districts without approval from two-thirds of the board of commissioners and a majority of voters in an election. The parish governing authority or the board of commissioners may call such an election after the board votes for approval. The law also retains the authority of police juries to alter district boundaries without impairing existing contracts and validates past creation of overlapping districts.
