The bill creates the Watershed Restoration and Conservation Fund, financed by severance tax revenues from sand and stone mining. The Secretary of the Department of Culture, Recreation, and Tourism administers the fund, which is subject to annual reporting to the legislature. Effective August 1, 2026.
