Louisiana SB352 amends toll collection rules for state-owned toll facilities, changing administrative fees and liability for unpaid tolls.

Louisiana SB352 modifies the administrative fee for unpaid tolls on state-owned toll facilities from a flat $25 fee to no more than two percent of the total toll cost, excluding late charges. The bill also removes the provision that makes the registered owner prima facie responsible for the payment of the toll, administrative fees, and late charges. Instead, the registered owner is liable for unpaid tolls unless the vehicle was reported stolen before the toll was due or within 48 hours after. The changes take effect August 1, 2026.
