HB709

Louisiana HB709 amends the Administrative Procedure Act to establish rules for rule promulgation, including oversight hearings and expiration dates.

HB709 amends the Administrative Procedure Act to enhance oversight of rule promulgation by executive branch agencies. It mandates that agencies provide notice of proposed rule changes at least 90 days prior to action, including identifying two existing rules to be repealed if a new rule is adopted. The bill requires oversight subcommittees to conduct hearings on proposed rules and for standing committees to review annual rulemaking reports.
