Louisiana HB521 proposes a constitutional amendment allowing taxing authorities to set lower millage rates without losing the ability to adjust to.

HB521 proposes a constitutional amendment to Article VII, Section 23(C) of the Louisiana Constitution, allowing taxing authorities to set a lower millage rate without losing the ability to adjust to the maximum authorized rate from a prior year's reassessment. This amendment aims to provide flexibility in tax collection while ensuring tax revenue remains consistent post-reassessment. The amendment will be submitted to voters in the statewide election on November 3, 2026, and, if approved, will become effective January 1, 2027.
