Louisiana HB5 allows parishes to decide on permitting Class VI injection wells, carbon dioxide sequestration, and pipelines.

Louisiana HB5 authorizes parish governing authorities and citizens to determine whether Class VI injection wells, carbon dioxide sequestration, and pipelines transporting carbon dioxide may be permitted within a parish. Parishes can decide through a resolution or ordinance, or by holding a local option election if requested by at least 15% of qualified electors. If a majority votes against permitting these activities, the Department of Conservation cannot issue any permits or certificates for them in that parish.
