HB498 authorizes the governing authority of Beauregard Parish to decide whether carbon dioxide sequestration and pipelines transporting carbon dioxide can be permitted within the parish. The parish can pass a resolution or ordinance to prohibit or allow these activities. The Department of Conservation and Energy cannot issue permits for these activities if the parish has prohibited them. Any local decision made by the parish will override conflicting state laws, regulations, and department actions. The parish must notify the department of any resolution or ordinance passed.
