Louisiana HB461 allows local governing authorities to adopt construction standards that exceed the State Uniform Construction Code. Specifically, it permits municipalities and parishes to require new residential construction, reconstruction, or re-roofing projects involving 50% or more of the total roof area to meet or exceed FORTIFIED Home™ standards established by the Insurance Institute for Business & Home Safety. Local ordinances must require verification by an IBHS-certified evaluator before issuing a certificate of occupancy or completion.
